Moscow (AFP) – A Russian teenager tried to blow himself up at an Orthodox school near a 14th century convent outside Moscow on Monday, wounding at least another student, the interior ministry said.

Russia has seen a rise in similar attacks on schools in recent years but incidents at religious premises are rare.

"An 18-year-old graduate of this educational institution entered the premises of the Orthodox gymnasium of the Vvedenskiy Vladychniy convent and blew himself up," it said in a statement.

A 15-year-old was injured in the attack in the city of Serpukhov, 100 kilometres (60 miles) south of Moscow, the statement said.

French President Emmanuel Macron spoke with Australian Prime Minister Scott Morrison by telephone on Thursday for the first time since the diplomatic crisis over a scrapped submarine deal last month, the Elysee Palace said.

Macron reiterated that Canberra's decision to cancel a deal for conventional-powered French subs in favour of US nuclear vessels "had broken the relation of trust between our two countries", his office said in a statement.

"It is now up to the Australian government to propose concrete actions that could embody the will of Australian authorities to redefine the bases of our relationship and pursue joint action in the Indo-Pacific region."

The United States and the European Union have agreed to aim to cut emissions of the planet-warming gas methane by around a third by the end of this decade and are pushing other major economies to join them, according to documents seen by Reuters.

Their pact comes as Washington and Brussels seek to galvanize other major economies ahead of a world summit to address climate change in Glasgow, Scotland, in November, and could have a significant impact on the energy, agriculture and waste industries responsible for the bulk of methane emissions.

Raging floods caused by heavy rain-ravaged areas of Germany and Belgium on Thursday, destroying buildings and sweeping away vehicles with more than 30 people losing their lives in the natural disaster.

After homes were severely damaged, or in some cases swept away, local residents started to clean up the debris and rebuild some normality.

Emergency workers meanwhile continued to assist those still trapped and look for possible injured persons.
