Chelsea have been fined £10 million by the Football Association after admitting multiple breaches of regulations concerning payments made to agents and third parties over a period spanning more than a decade. The club has also been handed a suspended transfer ban that would prevent it from registering new players during two transfer windows if further breaches occur.
The disciplinary case relates to payments made between 2009 and 2022, with Chelsea admitting to making £47 million in undisclosed payments to unregistered agents and third parties during transfers completed between 2011 and 2018.
The club had initially been given a six-point deduction, but that sanction was removed following a successful appeal. The FA confirmed the deduction was set aside because it had not requested a sporting penalty, and the Premier League had not imposed one either. The suspended punishment would have remained in place until June 30, 2027.
Chelsea's current owners, Todd Boehly and Clearlake Capital, voluntarily reported 74 potential breaches of FA regulations after completing their takeover of the club in 2022. The governing body praised the club's cooperation throughout the investigation, describing it as exceptional and unprecedented.
The regulatory commission originally proposed a fine of £26 million. That amount was reduced to £17.25 million because Chelsea self-reported the violations and cooperated fully with investigators. A further reduction followed after the club entered an early guilty plea, and the final figure was lowered to £10 million after taking into account financial penalties already imposed by UEFA and the Premier League.
According to the FA, the punishment reflects the seriousness of the breaches while serving as a deterrent to other clubs. The £10 million fine will be directed toward supporting grassroots football across England.
The FA also confirmed that investigations into the conduct of individuals connected to the case remain ongoing.
Chelsea welcomed the conclusion of the proceedings, saying the decision brings all regulatory matters involving the club to an end. The club also thanked UEFA, the Premier League and the FA for their cooperation throughout the process.
Earlier this year, Chelsea received a separate nine-month academy transfer ban and a £750,000 fine over registration breaches involving academy players between 2019 and 2022.
All of the offences occurred during Roman Abramovich's ownership of the club before its sale in 2022. Since acquiring Chelsea, the Boehly-Clearlake ownership group has worked with football authorities to investigate historical compliance issues and resolve outstanding disciplinary matters inherited from the previous regime.
